Question: dash panel, radio and air light goes out when I turn on park or head light

I have a Lincoln 1999 Lincoln Town Car Signature. The problem I have is that the dash panel, radio and air condition light all go out ( extremely dim that I can not read it during day time but am able to see only a little at night ) when I turn on the parking light or the head light.

I try the dim switch and it does not seem to do anything.
