Question: 1988 cadi sedan deville..dashlights off when headlights on?

when i turn my headlights on, my dash lights go off. the only way to get them on is to turn radio on and they only come on in a dim light. i recently tried to have a new cd player put in and it didnt work so i had him put the old one back and i know what wires they are but i dont know what wire goes to what because they have the same color and marks on them but i believe he got a wire crossed somewhere because ever since he did that is when i started having the dash light problems. there is also a relay fuse behind the glovebox and it was making a funny sound. i dont know what the symbol means for it and neither do the parts store nore can they find the serial number on it in the computers. the car runs PERFECT and everything else works. so does that stuff but u just gotta have the radio on for the dashlights to be on. other than that the car is perfect with some minor cosmetic problems. im stumped, does any know what i may be talking about and do u have any advise. by the way im selling it for $800 or best offer.
